Universities of Wisconsin propose a two-year tuition freeze starting fall 2027, if the state pays for it

On August 17, 2026 the Universities of Wisconsin proposed freezing tuition for 2027-29 and holding increases to inflation for the two years after. It is a budget request, and it depends on $190 million from the state.

What happened#

On August 17, 2026, the Universities of Wisconsin announced the 4-Year Tuition Pledge as the centerpiece of their 2027-29 budget request. It "proposes to freeze tuition at the UWs for the 2027-29 biennium, provided the state invests $190 million" to pay for the freeze and other operating needs. The UWs would then hold tuition increases in the following two years to no more than inflation.

In the release's words, "students entering in the fall of 2027 would have declining tuition relative to inflation for four years."

They also proposed Wisconsin Work and Learn, which would pair last-dollar financial aid with a work or career-preparation commitment for students from families below Wisconsin's median household income.

What it means for a student#

If you are a senior looking at UW campuses for fall 2027, this could mean four years of predictable tuition. It is not a promise yet. It depends on the state budget.

For now, compare UW campuses on today's published costs and your aid offers. If the pledge is funded, that is good news on top.

What we do not know yet#

Whether the state will fund it. The release does not give a date for that decision, or details of who would qualify for Wisconsin Work and Learn beyond the income line.
